Biography

Malcolm has over 40 years experience in environmental and natural resource management at senior levels in both the public and private sectors. He has extensive senior executive management experience within the Australian Government environment portfolio including at the Deputy Secretary level, and as Chief Operating Officer and Co-ordinator General Environment.

He has been engaged in formulating environmental policies at the national level and managing program activities related to environmental protection, natural resource management, water, nature conservation, and energy efficiency.   He has worked extensively at the interface between Commonwealth and State responsibilities under an evolving regime where the Commonwealth has expanded its involvement in environmental affairs and natural resource management based on its constitutional responsibilities related to external affairs and corporations powers.
