Biography

Terry has 30 years experience working in the environment and heritage fields, his most recent public sector appointment being Chief Executive of the NSW Office of Environment and Heritage. 
Terry led the development of new policy proposals in NSW, including Saving our Species ($100m/5 years), Reintroducing extinct species to NSW ($35m/10 years), establishing the Biodiversity Conservation Trust ($240m/5 years), and a renewed Climate Change Fund ($280m per year/5 years).
During 2016, Terry oversaw two major legislative reforms for the NSW Government, the passage of the Coastal Management Act 2016 and the Biodiversity Conservation Act 2016. Terry also oversaw the preparation of the NSW Climate Change Policy Framework in 2016.
Terry has led nationally significant public policy debates, including in 2010 the draft government response to the Independent review of the Commonwealth’s Environment Protection and Biodiversity Conservation Act 1999 and the Australian Government’s Biodiversity Policy Framework. Between 2005-2009 he led reviews of the Protection of Moveable Cultural Heritage Act 1986, the Aboriginal and Torres Strait Islander Heritage Protection Act 1984 and the Historic Shipwrecks Act 1976.
Terry has extensive experience working with Aboriginal and Torres Strait Islander people. His interest and passion, including in joint management of protected areas, was developed in Kakadu where he worked in various roles, including as Park Manager.
Between 2004 and 2010 Terry prepared World Heritage nominations for the Australian Government, including the Ningaloo Coast, the Australian Convict Sites and the Sydney Opera House.
Terry led delegations to the IPCC meeting in Paris, World Heritage Committee meetings and has hosted international delegations. He has extensive experience at ministerial fora, national working groups and at parliamentary inquiries and budget hearings.
In addition to teaching and assessing at ANU, Terry provides advisory services to a number of consultants and government trusts.
